Downtown Action Plan
The Downtown Action Plan is a comprehensive set of urban design guidelines that recommend changes to the above ground infrastructure throughout the downtown core. Details of the plan include recommendations regarding streets and traffic flow, parks, art, the waterfront, sidewalks, furniture, lighting, materials, etc.
The elements of the DAP will be rolled out in conjunction with the program to replace underground utility infrastructure (storm and sanitary sewers, waterlines, electrical, fiber optics, etc.) in the downtown. The infrastructure renewal program includes the Brock Street, Princess Street and Queen Street corridor and all the side streets that run between Brock and Queen Streets, from the waterfront to Division Street- approximately 36 city blocks.

Elements of the DAP have already been implemented:
2005: Wellington St. (Princess to Bay), Market St., and Market Square rink
2006: King and Brock St. surrounding Market Square, Market Square surface and fountain
2007: Courtyards at Market Square, underground work around the K-Rock Centre (Barrack, King, Ontario and Place D'Armes)
2008: Surface work around the K-Rock Centre, overlay of Princess from Division to Bagot, overlay of Brock from King to Bagot
Proposed future work:
2009: Spot work around Princess and King intersection, Brock St. from Montreal to Victoria St.
2010: Princess St. from King to Holiday Inn
North Blocks Redevelopment
The North Blocks are a 4½ block area in the downtown core that now includes the K-Rock Centre. There is a study now underway that will result in recommendations for possible future development of the area. This area is important to the downtown core as it also contains Food Basics, the LCBO, the Goodlife building, surface parking lots and some city-owned heritage buildings. It will be a vital link between the established commercial area of Princess Street and the KRC. For the latest information on this study, please visit the city's website.
City Hall and Area
Downtown Kingston! has partnered with the City in a successful Rural Economic Development (RED) grant from the Ontario government that will see renovations to the lower wing basement area of City Hall. Once completed, the area will contain fully accessible washrooms, storage space and green room space for performances. Furniture for Springer Market Square and elements that would enhance the use of the area as an events space are also part of the plan. Work will commence on the renovations this spring.
