Downtown Action Plan

The Downtown Action Plan is a comprehensive set of urban design guidelines that recommends changes to the above ground infrastructure throughout the entire downtown area. The plan includes recommendations regarding:

  • streets and traffic flow
  • parks
  • outdoor art
  • the waterfront
  • sidewalks
  • street furniture
  • street lighting
  • materials

The elements of the Downtown Action Plan have been implemented in conjunction with the program to replace underground utility infrastructure downtown (storm and sanitary sewers, waterlines, electrical, fiber optics, etc.). The infrastructure renewal program includes the Brock Street, Princess Street and Queen Street corridor and all the side streets that run between Brock and Queen Streets, from the waterfront to Division Street - approximately 36 city blocks.

In some sections, the underground utility infrastructure is 200 years old and has never been subject to a comprehensive underground infrastructure replacement program.
